Elliot A. Strokoff

Elliot A. Strokoff has practiced law since 1973, providing legal counsel and representation before state and federal courts and administrative agencies. He has represented clients in matters of complex litigation over a variety of subject matters, including estate fiduciary administration, public employee retirement, labor relations, and federal and state taxation. Several of his cases resulted in important decisions by the Pennsylvania Supreme Court.

Mr. Strokoff graduated Phi Beta Kappa from Dickinson College with a Bachelor’s Degree in Philosophy and earned his law degree from the Dickinson School of Law. He was a member of the Law Review.

Prior to entering into private practice, he worked for the U.S. Small Business Administration Flood Disaster Relief Program and served as a legal counsel to the Pennsylvania Senate Judiciary Committee.

Mr. Strokoff is admitted to practice before the Pennsylvania courts, the United States District Courts for the Middle and Eastern Districts of Pennsylvania and the United States Court of Appeals for the Third Circuit. He is a member of the Dauphin County, Pennsylvania and American Bar Associations. He has lectured at continuing legal education seminars for lawyers on topics of legal ethics, executive employment agreements and practice before administrative agencies.

He serves on the boards of several non-profit or charitable organizations.

James L. Cowden

James L. Cowden practices primarily in the field of labor and employment law, including traditional labor law as well as employment discrimination, wrongful discharge and labor contract administration in both the state and federal sectors. He has worked extensively in higher education, where he has handled many cases involving tenure, promotion, and sexual harassment. He also works in the area of professional licensure. He serves as solicitor to several boards of the City of Harrisburg, including the zoning hearing board.

Mr. Cowden is admitted to practice before the Pennsylvania courts, the U.S. District Courts for the Middle and Eastern Districts of Pennsylvania, the U.S. Courts of Appeals for the District of Columbia and Third Circuits and the U.S. Supreme Court. He is a graduate of Allegheny College and the Dickinson School of Law, where he was a member of the Law Review. He is an author of several law review articles on Pennsylvania public employment law topics and has addressed several national conferences on higher education issues.

Jennifer A. Nachamkin

Jennifer A. Nachamkin focuses upon the wide rage of employment issues for clients in both private and public fields of employment.  Her practice includes trial and appellate litigation before state and federal courts and administrative agencies. 

Ms. Nachamkin has a professional background in higher education, having spent nearly ten years as an administrator at a private college before joining Strokoff & Cowden, P.C.  She is admitted to practice in the state courts of Pennsylvania and the Middle District of Pennsylvania and is a member of the Dauphin County and Pennsylvania Bar Associations.
